Licensing and exam requirements

To represent another citizen, you need a Law License issued by the Judge and entered on the License Roll. The Judge may require an examination on the Code (§ 2.6.1). Appendix A lists a $25 Law License fee; it does not identify a separate exam fee.

Study by title

Title 1 — General Provisions

Authority, definitions, how to read the Code, and citizen rights.

Study focus: Explain the order of authority, the meaning of a class day, and why silence is not evidence of guilt.

Title 2 — Government and Officials

The Judge, Clerk, police, DA, Public Defender, private attorneys, and official ethics.

Study focus: Distinguish each role, identify conflicts of interest, and explain attorney licensing and client duties.

Title 3 — Penal Code

Offense classifications, general principles, prohibited conduct, and defenses.

Study focus: For a charge, locate the section, identify every element, check its class, and consider applicable defenses.

Title 4 — Penalties and Sentencing

Base fines, sanctions, sentencing, payment, restitution, and relief.

Study focus: Distinguish a fine from restitution and a sanction; use the correct classification and authorized range.

Title 5 — Criminal Procedure

Citations, DA review, responses, discovery, pleas, trial, judgment, and reconsideration.

Study focus: Explain why a deed matters and distinguish an owner’s rights from a tenant’s rights.

  • Appendix A: fee schedule. Distinguish filing and service fees from fines.
  • Appendix B: required-contents checklists for contracts, rental agreements, partnerships, registrations, citations, and notices.
  • Appendix C: the order of a criminal trial.
  • Appendix D: charge table with sections, classifications, elements, notes, and defenses.

Practice applying the Code

  1. Choose a scenario and identify the relevant title and exact section.
  2. List each required element and connect it to a fact or piece of evidence.
  3. Check exceptions, defenses, conflicts of interest, and the burden of proof.
  4. Identify the correct filing, fee, deadline, and official.
  5. Explain the result using a complete citation—for example, M.C. § 9.2.1.
